China's scientific research institutions began to track and participate in the formulation of JVT standards. The main institutions participating in the JVT conference were: Institute of Computing Technology, Chinese Academy of Sciences, Tsinghua University and Microsoft Research Asia, etc. At present, we have submitted a number of technical proposals to the JVT standard, and some of them have been accepted by the JVT standard. For example, the rate control algorithm proposed by the Institute of Computing Technology of the Chinese Academy of Sciences has been adopted. This new rate control algorithm can precisely control the size of the code stream generated by the AVC encoder, thereby ensuring a fair comparison between the AVC standard and the MPEG-2 standard and MPEG-4 standard, which was conducive to the promotion of the AVC standard in the industry. Rate control is the key technology to realize constant bit rate video coding. Without rate control, the application of any video coding standard is almost impossible. The rate control algorithm proposed in this calculation overcame the defects of the traditional rate control algorithm, and ensured the visual quality of the decoded image while accurately controlling the rate.
